They are both licenced to give you right advise about the mortgage. You should always go to person who you trust. Mortgage agents will have access to many landers which can include most Canadian banks plus private financial companies, Charity fund and insurance companies. While banks will only provide you with specific bank related services. If you want to have more options then approach a mortgage broker otherwise go to bank (preferably to the one who you deal the most)
No, you do not need a mortgage pre-approval. Your offer can have financial condition where you can ask for time to get mortgage approved once offer is accepted and your offer will be void if you fail to satisfy the condition. In seller’s market you will have more buyer submitting their interest to purchase one property and you will end up in a Bidding situation. Having less conditions in offer give seller more confidence in your offer and will increase probability for your offer to get accepted.

Deposit needs to be submitted within 24 hr or 1 business day after offer is accepted. You can also submit deposit with your offer in certified cheque or bank draft form. It will be returned to you in case your offer is not accepted of deal fell through with no fault of yours. Deposit is a good will and can by any amount, but common real estate practice is giving 5% of total purchase price.
