Yes, but as per Residential Tenancies Act, rent can only be increased once every 12 months provided the landlord has given 90 days written notice. Landlord has to follow Ontario rent increase guideline and cannot increase by any amount landlord want. Based on the Ontario Consumer Price Index (CPI), the guideline on rent increases for 2022 in Ontario is 1.2 per cent.
It is a normal practice for most of the landlord to do professional cleaning before a new tenant moves in. If upgrades are required to make place in a livable condition, then landlord is liable to do those upgraded otherwise he may or may not agree to your demands

You can put only one offer at a time. You are responsible to close the transaction once offer is accepted. You cannot back off from the deal unless you cannot satisfy any of the conditions mentioned in clause. Putting offers on multiple properties at once will risk you being liable to close all the transactions in case more than 1 offer was accepted.
You can make cosmetics or decorative changes to property without landlord’s permission. Any major changes or structure changes can only be done with landlord’s written consent at your own cost
In Ontario it is a standard practice to pay first and last month deposit to secure any rental at start. However, it is negotiable, and tenant may agree to pay advance rent depending on situation.
